Ammuud was a cold planet with a short rotation and it was controlled by seven ruling clans. The government there had formed over several centuries from the seven clans who had developed into quarreling nation-states and continually tested each other in savage battles. Eventually they called a truce and made the Code of Ammuud so prevent this from happening again.
